      Some options you could consider:

      1) Bajaj V15 - Good looker, bajaj service network, shift pattern, 150cc

      2) Hero Acheiver - Upgraded recently, hopefully fuel efficient, hero service network, 150cc

      3) Avenger - Good looker, bajaj service network, 150cc

      4) New TVS Victor - Fresh looks, familiar ergonomics, VFM

      5) New CB shine - Upgraded recently with 5 spd gb & disk brake, honda engine

      6) Honda Uni150 - Tried & trusted bike with almost negligible flaws.

I'd recommend a 125cc. In this category, both the Shine SP and Saluto will offer good riding quality, smooth engine, almost zero maintenance and good FE. The new Victor is also a good prospect.
If he wants to go for a 150cc, try out Unicorn or SZ-RR. None of the bikes draw unnecessary attention while performing the job without much ado. But, with the kind of required usage, 125cc should be sufficient imo.
A bike on the road is worth two in the shed.

If he is comfortable with Victor - the brand new generation of Victors is out, take a look. it will be a familiar territory.
Honda shine is another good bike, very smooth and reliable.

If you are looking for 150 CC
New hero achiever is also out, being a hero, it will be reliable and maintenance free.
Honda Unicorn is also a good power commuter.

Take test rides and then decide.
I would like to thank my legs for supporting me, my arms for being always by my side and my fingers; I could always count on them.

I think the unicorn is the gold standard for this segment.
I would recommend the SZ RR as well, but its shift pattern is different ( saluto etc are ok, but then there is a better TVS alternative)
The TVS phoenix - Its a better bike than the victor, and offers a mix of some good and interesting features at the price ( DC headlight which is more effective than the 60W victor headlight, gas suspension, remote locator, led park lights etc)

My vote is for the unicorn too..the gold standard..do try to extend your budget if it doesn't fit

The reason I suggested bikes mostly in the 150 cc segment is because higher capacity is relatively stress-free than lesser displacements. And since you tend to keep your bikes for many years (IMO), a larger capacity bike will be more enjoyable methinks.
