Is it your first bike? What about the intended use? Are you looking for any upgrade in near future. If so than how long you would like to keep the present bike? If you dont mind than you can share these information so that riders narrow down to your precise choices of bikes for you. Mean while visit Honda, Suzuki, TVS, Yamaha, Bajaj, Mahindra, showrooms in your area. You will have better understanding. Need not be first visit should result in pick of the bike.

Meanwhile you can check Yamaha Saluto, Bajaj Platina, CT100, Hero Ismart are within budget and to your inseam likely.

For your mentioned requirements, CT100b or Platina is best bet. Should you be able to reach the ground with a foot easily.

          Hey

You can try the new Activa 125cc also if the primary usage is within the city.

          Cheers.

Honda Navi is a good bike for city usage, if you are ok with its looks.
I know a girl, who is 5' and rides the old CT 100 easily. Means you can ride any bike in 100-125 range, with a little practice.

I think any 100cc should be good enough, but if you feel otherwise, then Honda Navi should be good enough for you...

Secondly, if you add about 15,000-20,000 more to your budget, you can get the Avenger 150.. Its cruiser position is a like or hate proposition though.

Apart from seat height, if the seat width is not too much, that also helps.
