Since you're considering pillion comfort, I'd recommend ones with single seat:

      1) Honda Unicorn
      2) Bajaj Pulsar 150
      3) Bajaj V15
      4) Bajaj Avenger 150/220
      5) TVS Apache 160 4V

I doubt the Bajaj v15 is in production nowadays.

Take a look at the Royal Enfield Bullet 350, depending on your city of residence it will just about for in your budget.

Whether Avenger will suit my height?

Test ride it, you are the one who gets to decide that and better yet, take your pillion with you.

Go in for the Honda Unicorn as it suits all tall riders and the mono suspension does the job of filtering the jolt from the potholes. You can even consider the Xtreme for its digital analogue meter and the Xtreme too is for the tall riders, seats are comfortable as well as the handlebar is quite wide.

Do test drive both back to back for better experience.

220 cruise pillion seat is the best!

If its about pillion comfort then i can assure you unicorn will serve you better. It has a large seat and soft cushions. And the rear suspension works well with a pillion. But when riding solo the ride feels very hard
