Of course it is road legal. It has been around for donkey's years. There is even one in Delhi! Met the owner sometime in 07.

I checked this bike out online . Only 1 Mv agusta makes 200 PS . its the limited edition [100] F4CC , it costs 120,000 $

.the Desmo at 72,000$ suddenly seems VFM

the pic posted by you lists the price as 18500 Euros . so its the 'normal' 186PS F4 not the 200 PS one .

the moto guzzi bikes are ugly as hell ,they shd be called the ugly guzzi ,what a nutcase wud put fans inside the exhaust
