Here is one rule of thumb that I follow in busy traffic to maintain a safe buffer in driving conditions especially in Mumbai traffic when the average traffic speed is 30 kmph and above.
When in a car you must keep so far as to be able to see the full rear wheels of the four wheeler that you are following. This allows for some reaction time in times of panic braking especially if the car ahead of you brakes to avoid a collision at an intersection. The only problem is two wheelers try and squirm into this gap. So you have to modulate your throttle inputs to keep closing and opening to maintain this buffer.
It serves more as a mental alert. When you can't see the tyres of car ahead you know you are too close and hence ask yourself to be extra alert. This also works when you are on a two wheeler.
Hope that helps.
Ride hard stay safe.
