^^ its a common sight atleast in this part of the country. A friend of mine once came up with a explanation. when the rider wants to piss off someone, he rings the bells first, thinking it is a cycle, the guy in the front wont bother much, but the minute the rider presses the horn button, the cheap multitone horns create a ruckus,therby scaring the person in front of him .. lol... another theory he came up with was that it could be used in sensitive places like hospitals and in the dead of the night... i'd have to agree with him on the latter, thats the most sensible thing I've heard since HH Launched The splendor...

Couple of things here:
a. I doubt the bike will even reach the speed limit mentioned in the pic
b. He doesn't need a helmet. There is hardly a possibility his head would touch something. His BODY is sure to shield his head.
