Getting a bike license ?!?

  • Getting a bike license ?!?

    This is something I posted in yahoo answers but didn't get any replies for. So here it goes.
    I'm 20yrs old and I'm from Chennai. I needed a two wheeler driving license and hence applied for a learner's license. Due to some personal reasons, I had to shift to Panjim, Goa. And it looks like I'm going to be here for at least another couple of years. My learner's license is not valid anymore. So here are my questions.
    1. Can I renew my learner's license that was issued from a Chennai RTO (without visiting chennai), and get a license here in Goa?
    2. If not, Can I get a learner's license here in Goa and get a proper license after a month (or 45 days. whatever the waiting period is.).
    3. Another problem is, since I recently moved to Goa, I don't have an address proof of any kind. Will getting a letter from my office saying I work there and I reside at "xyz" place, be sufficient enough (apart my birth certificate and other stuff) if I go on to get a LLR and license from Goa itself??

    Any help/suggestion is appreciated. I just need a license ASAP. I'm even ready to pay some price and bend the rules if you know what I mean. Thank you.

    PS: I've been a quite spectator here for a long time. I haven't penned down anything in the 'who am I' section 'cause I'm still waiting for my 1st bike. I'm a huuuuuuuuge fan of the Tourer section and a Leh trip log addict. I can't wait to do some similar rides and experience what I've been only reading about for so long. But my dad told me that I'm getting my bike only after I get a license. So please help me on this.

        Use an agent, without a local election card and ration card, you'll need to make this affadavit thing, the rto here have their set additional charges and the agents are just unofficial workers at the rto, alternatively just get it done in Chennai, with help from friend/family and agent, it will be quicker.
