Yearly tax would be the best thing to happen.

BTW, how do you get away with riding your bike here ? I haven't used my bike in the last 3 months or so because of this harassment.

Because I chose to pay the road tax (but not re-register) last year itself. It was getting a pain in the wrong side every single day. I still get stopped but when I flash that challan on their faces, its a bliss to see them curse me.

There are 2 different issues in KA (yet related):
1. Ridiculously low threshold for a non KA vehicle to become eligible for fines (30 days).
2. Ridiculously high tax rates which meant I paid more tax on my 3.5 year old bike in KA than what I paid when it was brand new in JH.

Exactly my point. If I were to pay the tax I have to take out more than double the amount i paid at my home state, that is just plain ridiculous. And about getting a refund to re-register here is even worse, you have a better chance at winning some big jackpot lottery than getting back the refund.

That's right. I paid INR 1150 as Road Tax (Life time) back in Aug 2007 when I bought the bike in Delhi. Now KA authorities are asking for INR 5000 as Lifetime Road tax for Karnataka. And this KA Road Tax can run into thousands of rupees if you own SUV like Tata Safari - not registered in KA.

BTW - What I understand by Life time is - Till the life span of vehicle which is of 15 years according to bike's registration certificate.

Someone from 'Drive without Borders' has filed an RTI asking below information.

1. Amount of money collected from outstation vehicles as tax in past six months.
2. Where exactly will the tax money be spent for the public to benefit from it?
3. How many applications received for refund of tax in Bangalore by people leaving the state of Karnataka?
4. Number of applications processed and the tax refunded till date by the RTOs?

Getting a refund from any Government department is a nightmare

That is only possible if you choose to re-register your KL bike with KA plates. If you only pay LTT and don't opt for re-registration(like me), you're NOT eligible for any refund. Thieves at RTO always say that just LTT is enough. A normal man returns home happy but they never inform you that you're not going to get your monies back.

Yeah, I know that is what i have written too

I am not going to re-register, not entirely sure about paying the tax too, waiting for some time to know the outcome of the petitions or till monsoons end. After which I will take a decision.
Hopefully it'll get settled in a month or so.

All of this and many video clips of RTO using touts to stop cars are being collected, the way I see it they are sawing away the very branch they are sitting on. It's just a matter of time i guess.

6 years in Bangalore, after the first few months was never caught for outside state. Even now in the last 1 year where RTO has intensified its tax terrorism. I've in fact even ridden in front of the RTO bolero's couple of times, they're pretty active in HSR and ORR.

And nope, I'm not paying the tax either. Paid 3.5K when I bought the bike 8 years back, costs 7K for tax AFTER DEPRECICATION ... No effing way I'm paying up !!!
