The Hurt Report, which was produced back in the 1980s here in the US highlighted the effectiveness of daytime headlight use on motorcycles. The increase in visibility (and thus safety) was so significant that pretty much every motorcycle sold in the US (and Europe and Japan) now has the headlights on all the time. It's actually rare/unusual to find a modern motorcycle that has the capability of turning the headlight completely off. The vast majority of cars also now have "daytime running lights" of some kind.
I can only assume that the "no headlights during the day" is some kind of leftover from an earlier time when only official government vehicles were allowed to do so. Obviously, the laws have already changed, but at least some police are either ignorant of the laws they're supposed to be enforcing, or (more likely) are deliberately wrong so as to extort money from drivers.
