    What works best now is a Whiplash on A**! like Seize vehicle, imprisonment, high amount of fines....of course DL cancellation...so education by experience!
    The attitude of people will change only with time, and we can atleast do our part by educating people around us.
    Stricter rules and fines are definitely the need of the hour, on a Pan-India basis.

    I think changing the govt. wouldn't help. The bunch of people at the RTO would remain the same, irrespective of who is at power.
