i would say, there cant be a comparison in gear shifts required on the basis of 4 and 2 stroke engines, as already said..it depends on the engine and gearbox, gear ratios of the specific bike. Pulsar does require comparatively more gear shifts as compared to RX and Fiero.
Your problem might be solved to a great extent by proper tuning!escape velocity

i have done it in 4 th gear from standstill. It requires a lot of clutch work (or pressure). But in 4 th gear pickup is very lowI HAVE ONE SIMILARITY WITH THE SUN ,THE SOURCE OF ALL POWER ON EARTH...............

its quite normal, no problem in the bike
Four strokes have a very narrow power band due to which you always have to up shift or down shift frequently to keep the bike in the right rpm range..(eg Pulsar's,Xma's,uni's etc)
On the other hand
Two strokes have a comparitively wider power band which means your have power at a wide range of rpm which requires you to shift less frequently..(eg M80,Jawa,Rx100/135,Max100's,Yezdi's etc)
Bike's with high amount of torque also dont need many gear shift's (eg.Bullets)
Another exceptions are bikes with have very close and/or high gear ratios which helps keep an engine in its confy zone(eg Fero)

Yeah
There are some differences in gear shifting in a Two stroker to a Four Stroker
I was using a MaxR before ---- the first bike - in which i learnt to shift gears
There will not be so much requirements to shift and reduce gears - u can stop and go easily in second gear at traffic conditions
Well in case of all four strokers u have to come to the first gear - ---- u can move in second gear also -- but the engine sounds more - and there will not be a power band produced
Many of the four stroked premium bikes we has here has lesser torque in them - so gear lowering in traffics are a must
