What do you want to know exactly about custom license plates? Is it a special number (like 1000, 9999, etc.) that you want?
You can check this thread for the regulations regarding the High Security Number Plates that have been made compulsory for newly registered vehicles:

If you have an older vehicle, depending on your state's regulations you may continue having an older number plate or even get a custom one made.

Yes, there is, you need paint brush and a skilled hand. It may be illegal depending on how you make/modify it.I am back!

Go through this Delhi Traffic Police, New Delhi (India) - Number Plate of Vehicles Delhi.

Better go for the Ind number plate.it costs around 800 here .I ve used this font style(ARMY FONT) in my new standard 350.looks great
