If you are getting good mileage then it could be that your carburettor is tuned to run lean i.e More air and less fuel. Typically in cold conditions this can result in this symptom especially during cold starts. Pls check with service center and ask them to adjust the AF Screw in the carburettor.

Else every morning need to start scooter with choke on and allow it to idle for 30 seconds or so and then off the choke. Pls check.
