    Can a 150cc do 130kmph all day?
    Yes, R15 v3

    Is a 150cc suitable?
No, engine will be strained. Life would be low, FE would be pathetic. if you aren't concerned about engine life, R15 should do it.

Now going to give some gyan hence deviating from straight answer to your question. 100 + 100 kmph on highway as commute?, that's a dream to be honest for most of us commuters stuck in city traffic. I'd say ride between 80-90 kmph for safety and to enjoy the ride and scenery. take short bursts to 110-120 but that should be it. I'd advice against buying a naked as your ride involves high speeds for prolonged periods, Gixxer SF250 with aftermarket windshield should be the one to get. Else R15 if you're okay with committed riding posture (it is bothersome only in city speeds TBH)

Well, several Youtube videos have shown R15 v3 reaching 155 kmph, at least the BS4, and BS6 goes like 145 kmph.

Yeah, i have a daily commute of 100 km, 95% highway with speed limit of 140 kmph, hence my Qn. A guy a know here owns a RS200, says he can easily top 140 kmph

Well, actual and Vbox tested figures vary. Here are the test results from motorbeam Vbox tests.

Practically speaking a 150cc motor cycle can't go at 130+ kmph. It will be an overkill for a 150cc engine. Better go for 250cc and above if you want 130+ kmph speed.
