    With the huge corruption and outdated laws being faced by normal people at RTO and babus taking advantage of their position.

    Central government are in the process of bringing in a law to scrap regional transport offices (RTO) and replacing them with an efficient alternative system in the next few months.

    Let's hope they bring online system for new application, renewal, toll payment, fine payment and many more which might take a dig at inefficient babus sitting at RTO office.

    I'm not sure if the entire institution of RTOs would be abolished or only certain stone age (read archaic/old) rules/parts of the same. But I feel its high time Road taxes and DL issuing is taken up by a more transparent authority to help reduce some of the moronic chaos on our roads.

          I don't think that complete department can be merged with other body and that too its gonna be more online so that it can achieve its purpose, Let see what happens.

          PS: I cant name a gov office where we don't have to bribe gov. employee, I think a solution is require which will apply all of them to control corruption and make it online or whatever whereas its required.

            This is like sweet news to me. I recently applied for a driving license at the Vashi RTO.My older one had expired and since it was issued by another state, II would ahve required an endorsement blah blah from that RTO to get it renewed from Mumbai. Physically visiting that RTO was pointless so went ahead with a fresh application. This was the sequence of events.
            Took all the required docs which the Maharshtra Traffic police website lists required for a driving license. I had voter Id and Passport which had my permanent addreess and Rent agreement, Gas connection docs, Bank Statement, Credit card bill which had my current address. Queued up for getting the docs verified by the RTO officer before I could take the online exam for issuance of learners license. The policeman simply had a look at the rental agreement and said this needs to be registered. Now 99% agreements in Mumbai are leave and license which are not covered by the Maharashtra stamp act and hence need not be registered as there is no 'transfer' of rights.I have discussed this on the Ninja 300 thread few weeks back.

            This is basically a ploy to direct the applicant to an agent who they have an 'agreement' with. So basically you cannot bribe an officer directly(I don't know why these guys are called officers.They pass a mediocre exam and become inspectors/sub inspectors. This is not IPS we are talking about.Whatever!). The bribe has to come through an agent. This serves there purpose since the bribe would be untraceable.
            You'd notice this when you talk with an agent for getting something done. These agents talk like they are half inspectors.Brusque and almost rude. You won't feel that you are paying them but the other way round

            So to get around the rental agreement hurdle, you'd have to cough up Rs 500 for an affidavit(with the stamp of a magistrate). Of course it doesn't cost Rs500 but th agent has a cut there. That coupled with the 2.25K which the agent charges for a license(This he says openly includes the bribe for the babus) brings the cost to almost 3k for a license, at least for those living in rented acco. To be honest, for guys who have permanent acco in Mumbai, things are easy and a license can be obtained without greasing any palms. So it's not all pathetic here

                Good news, scrap the RTO and replace it with something new with less bureaucracy and full computerisation. The Motor vehicle laws should be the same across the country except for registration details and they should permit out of state vehicles to ply in the state with an NOC which can be renewed every year online.

                Bribe is not the main problem, but the inefficiency of the department and that license is granted to even an idiot if he comes through an agent.

                  Actually bribe (corruption) is the main problem.
                  All these departments are quite efficient, they only slow the whole process to squeeze our wallets. Get any high level officer to call for you, then you will see their efficiency. Or just pay them.

                  Lets see what our new govt has in store for us.

                    No, I still think bribe is not the main issue, the main things to be tackled are outdated rules, prehistoric methods and people not working the full office time and transparency. Sure the bribe makes things easier but I can/have still get things done without them but with some inconveniences.

                    And corruption is a two way street it's not the sole fault of government officials though that is what is most visible. Think of agents as middlemen and tell me if they are not doing their share to ease the process for a small sum to them

                      Efficiency wise I think it can be improved but not that bad. If you ahve all the docs, you can get a learner's license in a single day. That's not bad is that?

                        At Kolkata two yrs back the new Govt taken a decision that all d/ls will be delivered by govt reg post at your address initial few months it was OK,after then the agents started DHARNA(?) in front of 2 main RTO office and did gate blockade etc for weeks and then the govt rolled back the rule and till now at all our RTO's agents rules.

                          The licensing test is a farce in Barrackpore and Barasat RTO. Not sure how a centralized RTO would help.

                            Just had to pay 3500 bucks to transfer my Ninja's registration to Kerala - since I did not have a 'Rear Grab Handle' and a Saree Guard. Technically they were right though.
