    Soon, Motorists Will Require Pollution Certificate to Buy Petrol, Diesel in Delhi

    Soon motorists will have to show 'pollution under control' certificates at petrol pumps to refuel their vehicles with the Delhi government taking an in-principle decision to this effect primarily to check vehicular pollution in the city.
    The decision was taken at a high-level meeting chaired by Chief Secretary S K Srivastava where issues relating to air pollution were discussed in details.

      is this even feasible? I mean, will people waiting in the queue to fill fuel have the patience till the person filling up fuel takes out the certificate and show it to the guys at the fuel station? if the person is in a hurry, he would only get frustrated.. I feel this is going to be a big time failure and is going to bring in quarrels.. Instead why don't they bring in laws/rules for a strict drivers license test? this is something needed and till now, it is very easy to get license in India. Just pay the Driving class guys for license and they do all the needful.

        it is nice thinking, but now-a-days, you can get a PUC certificate even without actually testing the vehicle. 50 rupees is all it takes, so the effectiveness of this move is doubtful.

          We are very good at framing rules, but very poor at enforcing them and sadly in our country the rules need to be enFORCED upon otherwise they are seldom followed.
          How many petrol pumps do you think will strictly follow this and turn away customers ?

          The state would make more money if fines are collected for not having a valid PUC (or maybe cops could do the breathalyzer test on the vehicles at random ) amongst other documents, and maybe motorists will then spend 50rs to get a PUC check done.. Did someone say bribery ?...well..

            LoL.. Bribery.. valid points there. these days cops here in Delhi only ask for Pollution certificates as they know most of the bikers/motorists won't have them.. thats an easy way to make money. In-case you have it, they ask for other documents and finally look at the registration plate to see if they can get something out of the person..

              It is absurd. Most people carry the papers in the motorcycle, others like me carry all the bike papers in a backpack. Imagine taking out your papers and showing it and then fuelling up and then paying by card and then filling air and then riding off.

                The main question is, will the Petrol Pump staff take this seriously? There are many pumps mentioning "Loose petrol / diesel will not be sold", I have seen many guys filling up either bottles or cans and taking it. According to the pump staff, biggest crime a buyer does is asking for a "Bill".

                IMO, instead of going for such bizzare idea, the fine for driving / riding without valid PUC should be increased.

                  This is impractical and absurd, half of the people who drive / ride their vehicle knows nothing about the numbers written on the PUC. I dont understand what point govt want to make here. Vehicle with bad numbers on PUC will be denied the fuel? Does the petrol attendant know the permitted values on the PUC paper? The answer of these questions is unknown. This is just another way to make life of normal commuter tough.

                  Show the PUC because we want to control the pollution!!! I would say, Go home, you are drunk!

                    Another full proof failure idea, those officers should be awarded who comes up with such kind of weird ideas, even if a vehicle is having valid PUC certificate it's no gurantee that the vehicle is non polluting, and the checking agencies just checks the date of expiry on the PUC nothing else, one way to curb pollution is to totally ban and scrap the vehicles which are polluting even after fines.

                      The worst part happens with me is I have to take off my gloves too to sign the receipt of card, which is big hassle

                        Absolutely correct!!! I mean in today's world almost 95% vehicles are under pollution control, but about 70-80% people dont have a true driving license(which they have "earned" not "owned"). In foreign countries many people dont get driving license throughout their lives. In this moron-filled country Driving license is far far far more necessary than a Pollution certificate.

                          The decision sounds quite good in draft but is not practical at all. Wondering who all are making these decisions. Surely they are no bikers. If the rule is followed to the core, you need to pull out your PUC for a Rs. 100/- refill as well(that too after you have been there in the queue for 15 minutes in scorching heat or torrential rain)!
                          A bike on the road is worth two in the shed.

                            I often fill 30 rupees of petrol, it is not just me. A lot of people do it. Imagine going through a lot of paperwork just for that.

                              This is what you read in history like the king aurangeb :- " Delhi to daulatabad, and again back to delhi". Man seriously who is that joker who came up with this idea. Showing PUC and then filling will cause so much of rush in pumps that filling will be immpossible. Further it will be compounded by cars as they will increase the space taken up and with AC running the bike owners will feel the heat who is standing besides him.

                              Rather than doing something sensible they are making a joke of themselves. And police they are real beggars when you compare as they beg more than beggars. I think Govt. should stop paying them salary and instead let them collect bribe from people. I think they earn more while collecting bribe than salary. Salary is like there fixed pay and bribe is the incentives for doing work.
