      Cars are OT on this forum.
      But to give you an answer, rebuilding the Matiz maybe costly. GM (Daewoo erstwhile) most probably ddoesn't stock spares for Matiz anymore. Not sure if Korean stores have them either. Even if they can ship it, it will be time consuming and pricey.
      Also, it may have been a low polluter then, but you need to re check the same after the rebuild. I guess it was BS2 compliant and you can stretch it to BS3 which should do well in Tier 2 and 3 cities for the time being.
      Also, are vehicles banned in Chennai too? It's mandated only for Delhi as of now right?

              Well, the ban is in Delhi only so far and no other city. As per an article in ET Delhi,the previous findings reveal that the most pollution is caused when the vehicles are idling, that means JAMS. 24% fuel goes waste when the vehicles are idling or in a way stuck in jams. Also, in this research, it was revealed that only 2% vehicles comprise of 15 years old vehicles in Delhi. That means the culprit is not the 15 year old vehicles. to add to this, the pollution levels are more in the night than in the day. This simply implies that trucks running in the night are responsible for the same when they are overloaded and take more diesel leading to more pollution. Hence the point is proven that the hoodlums who overload the truck pollute and the poor owners of private cars suffer. It's foolish to ban those vehicles until they are fit to run and not cause pollution. Past few days since the ban has been implemented, I've seen Trucks and badly maintained vehicles causing pollution. Saw several 4 stroke motorcycles emitting smoke and that too more than 2 stroke bikes and scooters. The trucks also run on adulterated fuel which again causes pollution. The quality of fuel in India and abroad is totally different where standard octane rating is 95 for petrol and 91 in India. One can bring in numerous reasons to oppose the ban but only when the rulers pay a head to it and take a step in the right direction.

              Cars were found to be running at less than 4 kmph for 24% of the travel time. While travelling at this speed certainly defeats the purpose of using a motorized mode of transport.

                  Night time pollution is higher since air Updraft is almost negligible or completely reversed at night.
                  In day time as land scape heats up , air / pollution rises towards upper layers of atmosphere , reducing ppm of pollutants.

                    That's true dustom_99 Buddy, the theory of night and day. But if you are familiar with Delhi, there is first of all, no buy-pass and hence all the trucks that have to go to the other side of the state say for example from Alipur to Faridabad, there is no way but to take the ring road and cross from within the city and places like Burari, Mukharji Nagar, Majnu Ka Tila, Civil Lines, ITO, Ashram, Friends Colony, Ishwar Nagar, Okhla, Sarita VIhar and Badarpur to get into Faridabad. This route is covering, say the middle eastern side of Delhi and almost all prominent locations. Several times I have seen overloaded trucks gasping for air and unable to climb the flyover also leaving a big trail of smoke behind. The permissible load a truck can carry is 10 tonnes and they most of the time carry much more than that. This puts extra load on the engine and hence increases - first of all, the consumption of the truck hence leading to more pollution. They do this as the extra load they carry earns them more profit. Even if they bribe the cops, the profit they make is 50 - 60 thousand per trip more than what they can make on permissible load. Furthermore, the count of vehicles above 15 years old is a mere 10% of the total vehicles registered in the state. As per the ET link I had posted in the last comment, it mentions the same to be 2%. The jams that take place everywhere pollutes the most and if one sees the number of new vehicles vs. 15 years old, is hard to be seen at those places or rather 1 or 2 out of 100. Moreover in the interest of the Vintage and Classic Cars & Bikes, this ban is the end of the road. Also, the people over here in Delhi don't even get the pollution checked at the specified interval, rather don't get it checked at all. The PUC for Fuel rule that was going to be implemented was the best solution to check pollution by all means rather than banning 15 Years old vehicles. There are a lot of people like me who are too much in love with their bikes and cars and want to preserve them for life by maintaining them properly who will have to part with their loved and pride possessions and without any fault of ours. Moreover I know a few people who have 1980's model Rolls Royce and I would love to see their reaction when the people will come to ask him to dump his Rolls Royce worth more than a Crore.

                    Also, there will be no more classic bikes and cars in making now at least in Delhi. India wants to be like America and in America, you can get a Million + for a nicely maintained Mustang / Camaro / Dodge Charger of 1968 and also Ferraris of the 1950's and 60s and some other exotics of that era who are allowed to run freely and I believe Americans and Europeans are stricter than any other place in the world when it comes to pollution norms but they still allow the > 15 years old vehicles to run if they comply with the norms. They, I believe will be surprised to know the word Adulteration when it comes to fuel that exists and quiet persistent in India.

                            No policy announced till now but so far the Delhi authorities have not started renewing the fitness of old vehicles. Don't know what's the delay.
