Well, I believe that its a good idea but the rider will have to be a really good one.
Frankly speaking, with this budget I would suggest them Street 750 or ER6n for the job... They do have respectable torque and little more weight than a RE, but a more reliable & better modifiable overall.
But that would create a scene, wherein the firefighters would enter like Heroes on the scene of fire with such (relatively) rare bikes...

Stock Royal Enfields don't cost that much, since customisation cost is given below separately. Even 535 Cafe Racer costs a fraction of this amount.

There shall be an additional cost of Rs 35.23 lakh to customize it and another Rs 99,924 will go for the insurance.
