On 02 July, we reported about Yamaha developing the next-generation 2019 Yamaha R25. Now, purported test mules of the new YZF-R25 or the 2019 Yamaha R3 have been spied testing in Indonesia, courtesy of Macantua.

Exactly. A naked or a low capacity retro/classic is needed in India.
A bike on the road is worth two in the shed.

Why on earth would anyone need a slipper clutch on a 250cc bike?

And why on Earth wont a 250cc bike not need Slipper Clutch? Your point doesnt make sense at all to me. Can you please shed some light onto why you say this?

First, the whole point of a slipper clutch is to avoid rear wheel hop due to the substantial braking effect of high-displacement high-compression engines. A 250cc motor doesn't generate a lot of engine braking due to its small size, and can easily be overpowered by the weight of the rider plus bike. Second, this kind of rear wheel chatter is really only a problem on a track where you have high speeds and run on the ragged edge of traction. Even most US riders don't ride that way all that often even though we ride much larger bikes, and it's even less likely at the slower speeds on Indian roads. Thus, a slipper clutch is unnecessary added complexity, superfluous on such a low-displacement motorcycle no matter how much body cladding they wrap it in.

ikr, even R15 V3 has Slipper clutch for some reason

doesn't mean the rear wheel won't lock up ¯\_(ツ)_/¯

You're not going to lock the rear wheel even temporarily from engine braking alone on a 250cc bike, even if you really mess up while downshifting. The biggest risk in using engine braking on small-displacement bikes is stalling the motor because you forgot to pull in the clutch as you came to a stop. As noted above, the weight of the rider plus bike is more than enough to overpower the tiny mechanicals inside a 250cc, so even if you really mistime the coordination of a downshift, you're not going to experience a huge jerk as the rear wheel pushes the engine internals. A mistimed downshift can mean a lot when you're going 200kph, diving into a turn, and you mis-shift your 220hp v-twin race bike; that's a lot of force you're trying to overcome. But an entry-class bike like the R25, which barely makes 35hp, and being a 2-cylinder at that so there's less pressure from each individual cylinder, is not going to have problems being pushed by the rear wheel.

I'd even say that putting a slipper clutch in little bikes like that would have the result of creating sloppy riders. Being able to cleanly shift, up and down, is a mark of a skilled rider, and little bikes like the R25 are great for developing that skill specifically because the bike is so forgiving of mistakes. Further, I find that it is useful to be able to call on engine braking, and a slipper clutch takes that tool away.

I think they have photoshopped on existing R3. There is CG written in top left corner.

I don't mean to argue based on my limited knowledge, just a curious question. I live in western Rajasthan and there is always little bit of sand on the roads here. Downshifting at high rpm's often causes wheel lock-ups in my karizma ZMR (which is not even that powerful compared to other 250cc motorcycles). And if by mistake I do it while leaning, I get a big scare, which is only stabilized quickly because of my rear Pirelli Street Demon tyre.

Hence don't you think, slipper clutch is at least useful in some parts of country like sandy, rainy, snowy areas?
