        UPDATE:
PM Mr. Singh made a statement that the new emission norms WILL NOT be directly copied from those in developed countries. It would be scaled down versions of it, at best. It is a developing economy we are in, he asserts.

He also blamed the developed countries, on grounds that their past industrial progress is the major cause of current major environmental problems.

Of course, this means that the Carburettors are still at a hope of survival. And also, that BS III might not be an Indian copy of the international Euro III after all.

        ---
My Comments: I agree with what Mr. Singh said, but he shouldn't be so straightforward about the developed countries. Sir, think & speak a bit more "politically".
I think his main target while saying "developed countries" is USA, given the emission norms there all these times.

"Auto companies have approached the government to extend the deadline of April 2010 for making their engines compliant with BS IV norms in 11 cities of India and BS III compliant in remaining cities of the country. All cars need to have engines designed as per these norms that have definite fuel specifications. Car makers are worried that mismatch in engine and fuel type will lead to poor performance or even adverse effects on the engines.

Most of the refineries in India have upgraded their installations but few are still left in places like Uttar Pradesh, Bihar, North East and Bengal. Since it is a capital intensive process, government is taking every measure to upgrade these refineries as soon as possible. Meanwhile, the auto companies have requested the government to extend the deadline till October 2010 in wake of the present scenario.

“For refineries, it’s a capital intensive process. While most of the refineries have become emission compliant, a few have been worrying us. We have asked for the deadline to be extended to October 2010,” states sources closer to the subject matter.

From April 2010, 11 metros Mumbai, National Capital Region (NCR), Kolkata, Chennai, Bangalore, Hyderabad, Ahmedabad, Pune, Surat, Kanpur and Agra) would adopt Bharat Stage IV (BS IV) emission norms, and the remaining cities would upgrade by April 2010."
