As for ebay international, its purely your call, because, there are risks of buying a bike (and making advance payment) from somebody you only know from an ad on the net. Anyway, here below is the Indian customs rules for importation in simple language (all valid till the 2011 govt budget).
(a) Used bikes: Only NRIs are given the privilege on TR(Transfer of Residence) to import one car or one motorcycle that they owned for their personal use in the foreign country, but unlike their personal effects that attract 30% customs, the bike will attract 110% customs, plus some education cess or tax plus some more which all work out to about 150%. Ofcourse, they will reduce some amount for depreciation from the total value (they have a fixed chart for depreciation). BUT, the bike should not be older than 15 years and the NRI should have owned it abroad for atleast 1 year continuously. Speedo reading km or mile is no problem. Also no problems with emission standards etc. Just that the NRI has to be eligible for TR, which is that- TR can be availed once every 3 years only and he should not have stayed in India for more than 6 months in the past 2 years. THEREFORE, permanent Indian residents are not allowed to import a Used bike. Full stop.

The issue of getting lost in getting the paperwork cleared etc is too big a burden.
Also if you underprice the invoice to show that the bike is cheaper than what you paid for it, the customs are gonna impose duty as per the structure they have and they do maintain records of pricing of stuff from all over the world. So they can impose duty as per their records/convenience which will be a bigger mess.
Importing a motorcycle is similar to importing any other commodity. You need to be sure of what the vendor aborad is going to ship to you, be sure he is going ship and isn't a scamcrow. You will most definitely need an efficient Clearing & Forwarding agent to clear your cargo for you. Their services being expensive is a misconception, they are quite cost effective for the service they provide.
Remember:
You cannot import a motorcycle below 800 cc, used or new.
You cannot import a used motorcycle older than four years from date of manafacture.
On a used motorcycle you will be allowed 10% depreciation for each year on the original invoice value, and then further charged an import duty of 160% odd.
Further on, once you checkout of the customs, you will mostly pay 21% road tax on cost of bike + shipping + import duty.
IMO you would be better off looking for a clean papers import around here, or a used R1 etc sold officially here in India. Fewer hassles, and you can inspect what you are finally going to end up with.
FYI:
To import a brand new bike, one will have to pay 105 percent duty and 100 percent on a used one. The Exim Policy 2001 lifted quantitative restrictions on the import of second-hand vehicles.
The import of vehicles shall be subject to the following guidelines of the Government of India:
1. (I) A new imported vehicle shall mean a vehicle that: -
(a) has not been manufactured/assembled in India; and
(b) has not been sold, leased or loaned prior to importation into India; or
(c) has not been registered for use in any country according to the laws of that country, prior to importation into India.
(II) The import of new vehicles shall be subject to the following conditions:
(a) The new vehicle shall-
(i) have a speedometer indicating the speed in km / h;
(ii) have right hand steering, and controls (applicable on vehicles other than two and three wheelers);
(iii) have photometry of the headlamps to suit "keep-left" traffic; and
(iv) be imported from the country of manufacture.
(b) In addition, the new vehicle shall conform to the provisions of the Motor Vehicles Act, 1988 and the rules made thereunder, as applicable, on the date of import.
(c) The import of new vehicles shall be permitted only through the Customs port at Nhava Sheva (Mumbai), Calcutta and Chennai.
2. (I) A second hand or used vehicle shall mean a vehicle that :-
(a) has been sold, leased or loaned prior to importation into India; or
(b) has been registered for use in any country according to the laws of that country, prior to importation into India;
(II). The import of second had or used vehicles shall be subject to the following conditions:-
(a) The second hand or used vehicle shall not be older than three years from the date of manufacture;
(b) The second hand or used vehicle shall:
(i) have right hand steering, and controls (applicable on vehicles other than two and three wheelers);
(ii) have a speedometer indicating the speed km / h; and
(iii) have photometry of the headlamps to suit "keep left" traffic.
(c) In addition, the second hand or used vehicle shall conform to the provisions of the Motor Vehicle Act, 1988 and the rules made thereunder, as applicable, on the date of import.
(d) Import of second hand vehicles shall be allowed only through the customs port at Mumbai.
(e) The second hand or used vehicles imported into India should have a minimum roadworthiness for a period of 5 years from the date of importation into India with assurance for providing service facilities within the country during the five year period. For this purpose, the importer shall, at the time of importation, submit a declaration indicating the period of roadworthiness in respect of every individual vehicle being imported, supported by a certificate issued by any of the testing agencies, which the Central Government may notify in this regard.
(f) The vehicle has to be submitted for testing to Vehicle Research and Development Establishment (VRDE), Ahmednagar, of the Ministry of Defence or the Automotive Research Association of India, Pune or the Central Farm and Machinery Training and Testing Institute, Budni, Madhya Pradesh, and such other agencies as may be specified by the Central Government, for granting a certificate by that agency as to the compliance of the provisions of the Motor Vehicles Act, 1988 and any rules made thereunder.
