Advice is a form of nostalgia.
Dispensing it is a way of fishing the past from the disposal, wiping it off, painting over the ugly parts and recycling it for more than it's worth.

Both are almost close to eachother in performance. Lets not forget the technology of these machines matches up in many many aspects.
Coming to difference in performance, i would say that you cant notice the difference as there is almost no difference. Infact, i say R15 is a little bit ahead if you see too deeply.
The CBR-150R does 0-60 in 4.73 sec. Where as the R15 does 0-60 in 4.58.
Coming to ptw (power to weight) ratio, R15 is a bit better.
      So take the R15
Royal Enfield Bullet Standard 350cc 1989, Bajaj Avenger 200-2009, Pulsar 200 NS 2015.

I believe that you are planning on touring extensively - hence comfort would be a major factor. Personally I feel that Honda is more comfortable for touring compared to R15, but I'd let you be the real judge - I'd suggest you to actually ride both and check the riding position. You don't want to be stuck with a sprained back in the middle of the himalayas, do you?
Spec-wise, both the bikes are very similar, and none of them are touring-oriented - they both are track- oriented machines which deliver peak power at high RPMs and have very poor torque at low RPMs. If you really seek pulling power, I'd suggest you upgrade to a 250R - it has a lot better torque at lower RPMs.

        Cheers!

Biking is not about how many Km/h you put on your Speedo. It's about how many miles you put on your Odo. Ride Safe, Ride Long!

You need all the torque you can get when
          1. Climbing up things like Rohtang (from Manali side), Zozi La from Shrinagar side, Chang La from Pangong Tso side.
          2. Climbing down Rohtang towards Manali side

For the given budget, I would really recommend ZMR.
Between the 2, pick CBR150R if touring is your thing.
Do try out the Pulsar 200NS also. You'd end up saving a bunch of cash (30-40k depending upon how you look at it) and end up with a better suited machine for the intended purpose.

If I would be at your place with same requirements, I would pick ZMA any day.

And in your case go for CBR150r it will less strain your back in touring compare to R15......

Between R15 and CBR150R, I would choose CBR150R for touring purpose. Both the bikes are identical in most of the aspects, except the seating position. R15 has more aggressive riding stance which may be uncomfortable for long rides. The pillion seat of CBR150R is more friendly for both pillion as well as tying luggage. Tying luggage at the back of R15 V2 is a pain as there are no grab rails and the seat is real high.

Let me start by saying "Doing Leh is not just about machine" . Its you and your mental toughness - there are people who have done it on 80cc mopeds M80 and even cycles.
                Now forget the dialogue-baji

Practically to my experience Leh needs
                1.Some good torque @lower rpms for climbing/lugging,
                2.Good off-road tires,
3.FI or 2 strokes for less power loss in heights,
                4.Tuned suspension,
                5.Good ground-clearance

So among your choices R15 will have some edge though not ideal.
A reliable C5 bullet with Ceat vertigo in the rear could be something very close to ideal. I still remember how a c5 rocketed past us atleast @ 80kmph on Zanskar where we were struggling to do 40s.

thanx 4 all of your suggestion
but main query is during test drive i have found that in cbr in 2 and 3 gear is less pulling power
my main confusion is during steep climb of mountains engine of cbr 150 will be able to climb with less strain on engine

What you are referring to is actually called "Torque" and it's the ability of an engine to pull at low RPMs. The R15 and the CBR150 both have very poor torque as they are primarily meant to be ridden on flat roads and race tracks.
Opt for a Karizma/ZMR which has got excellent torque. A CBR250 has a lot better torque compared to CBR150. Or, as others suggested, opt for a RE, if you're not very particular about a "sporty" bike.

Avenger should fulfil your needs. It has very good torque, it's very comfortable. It has space for panniers and saddlebags, comes with an optional windscreen and it does look good as a tourer with the windscreens on.

Please note Avenger's have longer wheelbase and lower Ground clearance which would be ideal for Highways but not off-roads.

Better spend some extra and buy a CBR 250R for Hill rides or else go for Avenger
