Both are very very different bikes. The electra made for those newbies who need a Performance oriented engine on a Bullet chasis. The 220 made for those who need much power without their pockets getting empty.
However, Pulsar 220 will serve the purpose better.

Well i have a p180ug4 and a bullet 350 std and i would recommend you a pulsar 220 as it fits your requirements perfectly, regarding bullet its completely a different bike whch you would love to ride on open stretches but its heavy weight becomes a hurdle in city traffic.

I would say go for bullet, powerful, sheer pleasure and in the new UCE Bullets mileage is no concern, properly ride and you would easily get mileage of 40 around..

One thing I would like to point specifically, as many say being a heavy bike it is difficult to manage in traffic, I completely differ, heavy only when stand still or you are pulling/pushing, when moving the weight is just not felt at all and it feels so planted. Commenting after owning a Bullet since last 9 months and have rode in the heaviest of the heavy traffic

Its not just about what your brother wants, its also about what he can give the bike in terms of maintenance.

The bullet needs more time dedicated to itself. Needs a lot more oil, would give you more niggles comparatively, is very heavy for regular commutes in heavy traffic, fuel efficiency is less in comparison, chrome parts rusts etc. But despite all these shortcomings nothing comes close to a bullet with its old world charm and manly feel. It simply commands attention.
Once you hit the open stretches, it comes to its own, slot it to 5th gear and keep thumping at a relaxed pace and the feeling is unmatched. Get it only if you have love for bullets as it would need a lot of care to keep it shiny and given proper attention(lots of money involved) it can outlast any motorcycle when it comes to durability.

Now the pulsar 220 is another indian performance bike which would give you what you expect. Good power, good fuel efficiency, decent poser value, low on maintenance compared to an RE, lighter and more agile than the bullet, this is also a very comfortable tourer and that's that.
It would be less expensive to buy, run and maintain, hassle free in comparison.
A better option if you ride more in the city and spend less time in washing and polishing your bike.
Timely service would make sure it serves you well and long.

Had I been your brother I would have gone with the pulsar. Though it lacks that character the RE offers, but, its a better bike for everyday city commutes. Also, I would take out my bullet during the weekends and hit the highways to experience the feel of breeze on my face astride a man amongst bike.
