    No competition between both
    Despite being a new rider go for pulsar rs200.
    Regarding safety
    I would like to tell that 90-110 kmph is its safe cruising speed.
    Rest others all have mentioned about it.
    I am also a new rider and myself have bought this bike and I am very happy with it.

      I would say go for R15, tried and tested engine, yamaha's reliability. I think It will cost you 1.3L otr remaining amount you can invest in buying good riding gears.

        R15 anyday , but with 50km overall experience and 100kmph , your seeking devil's attention, in both these bikes. anyone can ride at high speeds, it takes an experienced rider to stop the bike in emergency and tricky situations, and I think you don't even have the disk brake experience, no one can in 50kms, better buy the gixxer SF, or the fazer, both are light and forgiving to first time riders and you get a fairing too.

          Out of the two - R15 anyday.
          but it would be better if you took test rides of both the bikes back to back and then decide which one suits your needs best.
          We can only tell the pros and cons of the bikes, so better to make a decision after good long test rides.After all it is your money and you will have to live with the bike daily.

                With This budget go with R15 , its smooth and great bike, RS is also a nice bike with lower price but you can not compare Yamaha engine with bajaj.
                R15 is superhit bike and highway kind easily go 100-120 with stability , pulsar can do even more in speeding but do you really need that+ high speed stability is on lower side in pulsar , R15 is light weight bike only 136KG,the only thing i do not like in R15 is the seating position which is not meant for long ride and pillion comfort is worse.
