1. Smoothness: CBR150
2. City riding: AS200. On CBR150, you would need to upshift and downshift regularly and it could be quite a pain!
3. Highway riding: I would prefer AS200 on this just because of the higher engine displacement. But having said that, both bikes can do speeds of 110 all day long.
4. Build quality: CBR150
5. Value for money: AS200 hands down. CBR150 is quite overpriced IMO.
6. Niggles/service: CBR150. Honda are known for their bulletproof engines, aren't they?

7. Looks: Subjective. But you won't look bad on either bikes.
Other factors:
1. CBR150 is quite an old model and towards the end of its product lifecycle. This was the only reason which made me abandon my decision of buying CBR250.
2. You will face vibes in AS200 but the engine is way smoother than the old Pulsar models.
If you can afford it, I would suggest you to go for CBR250 rather than CBR150 given that you are OK with pt 1 above. Otherwise, I think AS200 is a better (or maybe more sensible) option.
