Personal Opinion if it your first bike, stay away from something which is launching new in market
    And if says bajaj RUN....

there are many 125CC and 150CC bikes available in market which you can look for.

    Like Honda Shine etc.

I have booked V15 and can say, the reviews for now are great, I also took a TD couple of days back and the bike is amazing in terms of a commuter and looks good, the engine sounds nice and on road price in Navi Mumbai is 75,000 rs.

I would've agreed to your argument in ssay 2012, but now, what with the incorporation of KTM's know-how, Bajaj is now more advanced and knowledgeable now more than ever.
And im sure it will be reflecting in their entire range of motorcycles.

I may agree with you, but even the first batches of dukes had a lot of issues like Coolant leakage and oil leakages

just check you tube you will find people selling there bikes due to this issues. so we cannot really say that collaboration with KTM has changed them completely.

It is improved but still lot of area are there to be looked after.

End of the day Bajaj has improved in many places and the engine and gear box on the V 15 are tried and tested stuff which has been in their commuters for a long time and are very smooth compared to other brands and that's the only reason I choose to go with the new model.
