Shine is a really good prospect. Tried and tested.
Saluto has decent low end torque for city usage. Also, low weight and decent mid range gives it a good roll on acceleration which is good for city usage.
A bike on the road is worth two in the shed.

Like jayaram said low end torque is required. He is right because a commuter needs low and mid range torque in the city. All the bikes in your list will do what you want. And then which bikes are designed with and focus more on commuting requirements and problems . I see 2:. TVS victor and V15.

Do you know which speed range a commuter uses in India ? From experience, 15 to 40 mostly. What about tightly-close vehicles in traffic ? And both of these were designed with that in mind.

Well, Victor got a better, comfortable and the broadest seat for a pillion. It got the biggest headlight too in your budget range. 3rd, it got more mileage. My budget was only 40k and that's why I bought CT100B, if I got 10-15k more than I would have bought TVS victor.

U have any idea about mileage of TVS victor and pulsar 135 ls in city. Can i expect 55kmpl from victor and 50kmpl from pulsar 135ls in city traffic condition.
