Guys, do we need to have any specific license/insurance to practice on track?

Nope. Practise is a free activity. Anyone can ride.
Competition license is mandatory for racing although.

        Thanks Joel.. One more query

MMSC site says the charge for one session to be Rs 400. What's the duration of a session?

The morning session now starts from 9am and goes till 1pm.
Evening session is from 2pm till 6pm.
So ideally every session is for 4 hours.
Every hour the short loop and long loop is swapped(for bikes only).
Ideally this is how it works now,
          9am - 10am - Long loop
          10am - 11am - Short loop
          11am - 12pm - Long Loop
          12pm - 1pm - Short Loop
This is normally only when there are a lot of riders. if the track is empty, you can ride at your own free will in any loop.

SAFETY PRECAUTIONS FOR THE TRACK DAY / RIDER BRIEFING

These are a set of instructions that should be followed during the event to avoid unnecessary confusions at the venue. These are NOT rules being imposed on anyone. These are instructions given to beginners for their safety.
                      1. Everyone should be wearing a riding jacket with elbow and shoulder protectors. A minimum of denim jackets with elbow sliders worn on them.
                      2. Gloves are mandatory for any rider planning to ride on the tracks.
                      3. Shoes which cover the ankle must be used. Snickers are not entertained.
                      4. Use of a knee and shin slider or a knee guard is recommended.
                      5. The visor of the helmet should always be closed when riding on the track.
                      6. Everyone should go around the tracks only in the clockwise direction (Even in the pits) to avoid confusion and any mishaps.
                      7. If a person is willing to come into the pits, he should sit up raise one of his hands after exiting the final corner. This is to indicate the rider behind of your intentions.
                      8. When a rider enters the race track from the pits, he is to look behind (at the entry of c1) and then enter the track after everyone is gone.
                      9. Hooliganism will not be entertained at any point of time. Remember we are not going there to race, but to know about track riding.
                      10. If you have any experts on your tail (e.g.: Killer, Joel) try to give way and learn their lines by observing them.
                      11. Overtaking is to be done in proper racing style to avoid any accidents, i.e. an overtaking maneuver is to be carried out strictly on the racing line to avoid collision. This clearly explains that one can overtake if the rider in front fails to apex a corner.
                      12. Borrowing bikes is allowed only on mutual agreement. Under a condition” YOU BREAK IT, YOU FIX IT”.
                      13. Photographers can walk around the track with proper footwear. (keep a look out for snakes. I remember having eye contact with one for three consecutive laps at the chicane before the bridge.)
                      14. If a rider finds an oil leak anywhere, try to keep a distance from those patches and avoid sudden braking or acceleration when on them. (Mostly you fill find saw dust already spread on it, so it won’t be difficult to spot them).
                      15. Once the red flag is out at the start line, everyone is to make an orderly entry into the pits.

I hope i have mentioned everything. If i have missed out anything please let me know guys. I would be more than happy to append. People can also debate on rules which you think should be modified.

                        .
I would not dare to enter the track without my full suit and gear. I have no half suits man, nor does kushanth have one.
Also if anyone is coming, lets keep this very professional and not a picnic on track.
I've normally seen newbies stopping by the trackside to click snaps/check on the bike/after a spill etc. All have to be educated that its a RACE-TRACK and any error will endanger the others as well. All stops will only be at the pit and also while entering a pit, clear indication has to be given to the guy behind you to avoid collapsing. This is a typical scene always!

Also sharing bikes are a concern in many cases. In case of a crash, unsually things end up in a bad note between the owner and the rider. Lets do it only under our mutual, I mean strictly mutal understanding only.

                        Cheers,
                        Joel

To be on the safer side, 21st/22nd would be preferable.

One more thing, I only have half gloves and a normal jacket(not a riding one). Is it possible for me to run ?
