Traffic Police cannot stop motorist just to examine the License - Bangalore
Not sure how many know this rule, I had a fair idea that something like this existed, but none of the traffic police men followed it. Hopefully from now on if the Traffic Policemen stops a innocent biker asking for license without him/her violating the law we can protest and legally we are not wrong. Well, alteast we have the info. Also I believe similar rules exists in the other states too.Jagran CityPlusIf you are getting caught quite often by Bangalore's traffic police, then this will be the article you cannot miss out on. From now onwards, the Traffic Police cannot catch a motorist just to examine the driving license or vehicle documents. He can catch you only if you have violated any traffic laws or if you are driving drunk. Remember that when caught for traffic violation, the fine you pay must be limited to the violation. In other words, the police can't bloat the bill saying that you have no insurance cover or emission certificate, etc. Many motorists do not know this. According to the State's Road Transportation Act, no policeman can slap a penalty on you just because you have no insurance or emission certificate. If you have not purchased insurance cover for your vehicle, then the police officer must issue a notice, not impose penalty. You must be given 15 days' time to purchase insurance cover and one week for obtaining the emission certificate. Days later, meet the sub-inspector at his station with the insurance cover or emission certificate, so that he will annul the charge at once. Police can fine you only if you fail to produce these documents within the stipulated period. If your vehicle is brand new, then you need not bother about obtaining the emission certificate for one full year. In response to a question as to why policemen fine people instantly without giving them time to obtain insurance cover or emission certificate, Additional Commissioner for Traffic Praveen Sood said, "Yes, it is a mistake. People must force policemen to issue notice or complain to me at least the following day. I have suspended the Indiranagar sub-inspector for catching people for silly reasons," he said. The best way to teach the police a lesson is filing a written complaint with their higher officials and, a week later, using the Right to Information Act (RTI) to know the action taken against them. Is this rule only for Bangalore or over here as well? AFA the emission certificate is concerned, I know that its implemented all over Inida. That is the reason the Non - Polluting Vehicle sticker is given by the manufacturer's themselves.Democracy is when 2 wolves and a sheep meet to decide who is for dinner. Although it might exist on paper, one just cannot argue with a team of cops comprising of senior officials!If your vehicle is brand new, then you need not bother about obtaining the emission certificate for one full year.
I was stopped twice in New Delhi for a "random-check of PUC Certificates", and at both instances I was driving my 5-6 months 'young' car, and obviously didn't violated any traffic rules. I showed them the PUC Certifcate (it costs mere 20 bucks and saves lot of tension AND, Time!) and they were happy!
IMHO, its of no use trying to make them aware of a thing which they are (intentionally!) unaware of!

Guys , I just called Praveen Sood to this no 22942276.
Since he couldnt talk English and I am not fluent in kannada , he gave me this no 22942113. I talked to this person who could speak English. He asked me from where I got the news, I mentioned CityPlus online site.
Then he forwarded the call to another official and he confirmed its true.
If we have license and have not broken the rules , police cannot ask us pay penalty

hmmm...good share...we r fed up with the cops ..hyd gunde[police] must see this and hope they will keep their mouth shut from now onwards .... when i was living in hyd ..i witnessed lot of incidents in which police wala man handled the motorists and drivers .." e to hadh hogayi "...but they could not do anything bcoz they were in groups and a senior police wala was leading them... its disgusting to see even senior officials are supporting this barabaric act.... noi police can touch people unless attacked by them..that must be a self defense and a police can attack below the trunk probably on kneess..

Probably OT but Would like to share an incident that happened day before yesterday:
I don't want to sound sheepish but I wouldn't want to argue with cop with deep hungry pockets and usually with a bad temper standing in the middle of the road at 12:00 in the night checking the papers of two wheelers.
This is what I have been noticing from last week in Banshankari Area. Two cops stand in the middle of the road, 12:00 in the night, stopping almost every bike checking for the papers. They stopped me, first I thought this was usual drink and drive stoppage which usually happens. But then they asked for the bike papers, I showed them papers and when they found everything correct they started pointing that number plate is wrong and what not. I just said everything is RTO approved and nothing is wrong with it. Suddenly they started talking in Kannada and tried to intimidate me. I just ignored them, put the helmet, got back on the bike and went away.
Good that I didn't handover anything to them otherwise I would have been forced to shell out money.
All they want is to fetch money by all means.
You should cautious with these corrupt police guys as much as the gundas.

Another Story , I think may be the same cops and same area. It was an old guy wearing an over coat. While I was returning from calicut last sunday with my friend by car around 11pm , they stopped us. Asked us all the papers one by one and finally the DL. Everything was proper. Now read this , what he said.
You have all the documents. Just give us 100rs , I am not forcing you, its a request. We have been standing here from 6pm
