If u look at the basic design of a steam engine it is something like this

There is one pipe in each side of the piston which work as a inlet & outlet both.
A stem/air (both will work in this case) is inserted on both the sides of a piston to move it forward and backward.
Whereas, in bikes both the valves are are at the top of it fitted in a head and there is no head in case of a steam engine.
The idea of a compressed air may work i think, only if piston can automatically come upward.
Suppose if piston is at TDC and if compressed air is inserted via cylinder (no steam because if is impossible to fit a burner in a bike for making steam with water
) then it'll move the piston down, but i dont know if it comes up, lets assume if it is comes up then outlet valve will open to take out the air inside. And so a inlet valve will automatically open when piston will go down after TDC.The piston will only go up if the pressure by air compressor will be equal to the pressure produced by the Air Fuel mixture when compressed.
If dont know if my theory is correct
