If the problem arises in cold moist condition esp., after a ride and stop, then it is the sticky valve, otherwise it is the Carburetor Throttle slide Piston that is sticking and causing problem....Pulsars are not known for sticky valves, so it must be the Carburetor Throttle slide which is sticky or it's rubber diaphragm which has a small hole.....in any case replace the throttle slide with the rubber diaphragm ( comes as a single assembled unit) ...it should cost you around 600/-...check your Spark Plugs too...change it if it is past 10,000 Kms.

When you sent a query to me I had answered it...For Honda over time it goes away with use..it is when the parts are tight and not worn enough to have a little gap, that the sticky valver problem happens....I had the same problem before , but now for the past 18 months the valves are moving well...
