Actually you need to decrease the shutter speed! My two cents.
Also since your camera has manual focus, you could try to prefocus at the place you expect the action to happen. You can also use continuous AF mode to track the subject better. In simpler cameras, the sport/action mode will do the trick.

I thought increasing the shutter speed (from say something like 1/60th of a second to something like 1/250 - 1/400th of a second) would help in freezing the moment. If the shutter speed is decreased, then that would blur the picture!

he he .. Interesting confusion!.. I had a same confusion in understanding the Aperture values in early days ..
Decreasing shutter speed means change in 1/T second, frequency in general , shutter does not use a kmph speed ..
So if u decrease the shutter speed means actually its opened for a short while
.. Confused???
But the term can be used interchangeably ..

Lets see now
1/60 second = 0.0166 second
1/250 second = 0.0040 second
1/400 second = 0.0025 second
So are you decreasing the shutter speed or increasing it? The confusion with you is because you are looking at the increasing denominator, not the actual value. Hope this clears the confusion.

here are the details.
i first downloaded your image.(obvious..right click)
opened up in LR.did touch ups on WB exposure and clarity.
exported to PS.made three layers.kept one at soft light and the other at lighten.
now obviously i didnt save the workflow of this particular shot.so ill tell you the jist.
played with the levels.
applied unsharp mask.
applied filter of radial blur set to zoom mode,best.
in blending options on one layer i applied a gradient overlay of a simple plum color.put that on lighten and reduced its opacity.
done.
