    Finally they are thinking about it, but not everything is making sense (hearing your iPod while driving could be an offence)

    NEW DELHI: The government is all set to introduce landmark changes in Motor Vehicle Act 1988, the legislation that governs licnesing rules and offences on Indian roads. An expert committee appointed by ministry of road transport and highways (MoRTH) has recommended multiple amendments including graded punishment for drunken driving depending on alcohol content in blood, separate driving licenses for scooters and cars, annual revision of compensation for road accident victims and barring use of I-pods, music and bluetooth devices while driving.

    The committee will submit its report to road transport minister Kamal Nath next week. According to sources, the committee has recommended a number of amendments to get better compensation for road accident victims and preventive penalties for offences like drunken driving and hit-and-run cases.

    One of the major steps recommended is definition of hit-and-run accidents under law. The committee has recommended that a solatium fund be created to award immediate compensation to the tune of Rs 1 lakh to hit-and-run accident victims.The committee has put forth exact definition of Bluetooth devices and I-pods and recommended that use of any such device be banned while driving. The fines have been enhanced from the current Rs 100-Rs 600 to Rs 2,000. Another recommendation is to include more information on these licenses, like blood group and Rh factor.The government also plans to streamline the process of granting and renewing driving licences

        What we need is a single "All India" vehicle registration system.

        One which allows vehicles registered in any state of India valid to be ridden in any other state without having to apply for a new registration.

        Its really funny that one has to register his vehicle again if one moves to another state.

          Well, somewhere I remember reading that all one has to do is pay the road tax to the other state & can still keep running with the old registration number.

            But that would not stop our "friendly" neighborhood Pandus from stopping you at every opportunity that they get (depends on the state that you live actually, for example in NCR the Pandus don't mind it).

            Nevertheless a Number Plate which says IND instead of DL, KA, HM etc. should be the norm.

              Easier said than done.. Ask me.. my sad story stretches all the way from delhi > trivandrum > kolkata > to pune...
              before you can pay road tax (which involves 1-2 days of standing in RTO queues without any guarantee that the work will be done or bribing to the tune of a couple of grand) you have to get a NOC from the previous state (which involves the same background process)
              Its almost impossible for a person who gets no time on weekdays, (RTO stays shut on Saturday unlike other government offices)

              But my grudge is who will refund the tax i deposited in the previous state?
              In theory I have to go back to the previous RTO and show them my current tax reciept and they will issue a refund order.. for which you need to go back again. I guess a superman is required to do all this as I have not heard of any mortal who succeeded in this endevour.

              Another thing the tax applied in the new state does not take into account any depreciation plus you need to deposit the tax within a month or so else they employ a penalty system that compunds the tax every month which might even put Shylock to shame.

              As my dad says "Touts and Officers alike, a number of livelihoods depends on the bribes generated as a result of these ambiguous and outdated rules"

              They will sabotage it like the reforms in passport issue process were!

                @leastbothered - I don't deny any of your fact, but will end up asking one question.

                Which is easier?
                1. Getting the vehicle reregistered?
                2. Pay the tax for the state & keep riding.

                If one is hell other is nightmare.

                To answer another point of paying tax, I also remember reading that one can pay the vehicle tax through any office like sergant level or higher & its not mandatory to visit RTO or CT office to clear them. The receipt from them is more than sufficient to keep riding in the other state.

                Now days, cities such as Bangalore have even stopped checking vehicles from other state, unless they violate law.

                  But having IND would mean increased numbers/ digits on the number plate. Every number would be enlarged by atleast 2 more digits to signify the state...
                  Would you like your number as RJ-01 SA 8343 or should it be IND-26-01 SA 8343 with 26 in the latter being Rajasthan's code...?

                  I say the rules should be the same for all India, and travellers shouldn't be troubled by police, while keeping the number system intact, including states.. A complaint helpline should be of help.


                  As for the iPod rule, I agree slightly. Here in Ajmer, accidents went up by a big margin since FM was introduced in 2009...Because, most youngsters used to listen to it, during their college commute.

                    I've been trying to register my car from KA to TN for the past month.. And, all i keep hearing is, "IT WILL BE DONE SAAR, BUT WE NEED MORE TIME ( AND MONEY)".. These buggers.. No matter how much you give them, they don't work.. They behave as though they're doing a favor to us while all they do is not even their proper duty..

                    A good thing here in Chennai is, i've not once been stopped by any cop.. Even yesterday during PM's arrival near my house, the policeman just waved me on for the U-Turn.. Maybe its cause i wear seat belts whenever I'm in the car..

                      First of all, making the law in this country is very easy. Implementing the law on the other hand is near impossible, as every state in this country has the ability of altering these so called tire 2 laws. It will take ages to complete the amendment of the Motor vehicles Act. When finished, it will be buried under bureaucratic procedures and corrupt officials.

                      Second, an all India registration system for personal vehicles is very hard to implement as every state has its own system for calculating and collecting road tax, just like the tax on alcohol or petrol.

                          Yes, but it is more than painful process. Nothing to surprise even if our grandson or granddaughters get the refund instead of getting it in our lifetime

                          Don't ask me, if I know someone who's got the refund, even I'm searching for one

                          A slight OT, but worth sharing the knowledge. Did you know that, even if the vehicle is totalled (declared by insurance), one can claim the remaining money from RT office?

                            we are so deprived of information & knowledge which is our right. Gov. should come up with a simple and easy to read official websites. all the current websites (ex. tax and revenue, rto, legislation etc etc) are badly made and clustered. Even a net addict like me finds it hard to get what i am looking for.
