before you can pay road tax (which involves 1-2 days of standing in RTO queues without any guarantee that the work will be done or bribing to the tune of a couple of grand) you have to get a NOC from the previous state (which involves the same background process)
Its almost impossible for a person who gets no time on weekdays, (RTO stays shut on Saturday unlike other government offices)

But my grudge is who will refund the tax i deposited in the previous state?
In theory I have to go back to the previous RTO and show them my current tax reciept and they will issue a refund order.. for which you need to go back again. I guess a superman is required to do all this as I have not heard of any mortal who succeeded in this endevour.

Another thing the tax applied in the new state does not take into account any depreciation plus you need to deposit the tax within a month or so else they employ a penalty system that compunds the tax every month which might even put Shylock to shame.

As my dad says "Touts and Officers alike, a number of livelihoods depends on the bribes generated as a result of these ambiguous and outdated rules"

They will sabotage it like the reforms in passport issue process were!

cant be better said bhai !!!

it seems i am diff then a lot of here, but i cant ride or drive without music.i am riding more then 11 years now, used my ipod /stereo everytime i got the chance,no offence though.
and i strongly disagree that a sensible music at a sensible level distracts, and oh yes i am also not in favors of noise canceling or ear plug ones or some high volume music.
may be i am diff then others and i am not saying anything against it but it s a personal choice.no offense anyone.peace.
and gov will not ban the music in cars as they earn tax from it.

Looks like you failed to understand "grampanchayat" ... its governing body like that of Municipal corporation in cities ... Go and visit Mahabaleshwar (a beautiful hill-station in Maharashtra, near Pune) ... Let me know if you are not asked for toll between Panchgani and Mahabaleshwar ... which is very well termed as some SH ... Also let me know your next plan of action since by then you will know "Yes!!! toll is collected even on SH"

i just have one question for you.
how do you listen to music when driving @ 100kmph?
your volume should be much above the wind noise generated.
which would directly affect your hearing capability
                        besides hurting your ear itself.

Its really funny that one has to register his vehicle again if one moves to another state.

Its just too much of a hassle getting your vehicle registered every time you move. But thankfully, even the cops aren't too stringent with this rule. Ive lived in Delhi, Jaipur and Chennai with a Haryana registration with no problem at all.

i am glad that you asked that.see,i use apple earbud earphones which are pretty comfy when used with sponge lining.i use the volume upto 50 percent and inside the studds scorpion or agv i used till date ,it holds good upto 110,but i admit the wind noise create a problem from 90 +speeds.
see the thing is our tendency is to bump up the volume when wind noise kicks up ,what i do i place the earphone properly in .its a snug fit.i am using it for more then well from 2006 to be precise.as being a doctor i am having access to asses the hearing function and i checked my self over the period of time from when i started to use ipod as i was also terrified of the hearing loss and other bad effects.i talked with some of the well qualified collegues and seniors of mine and they told one simple thing.KEEP IT LOW,KEEP IT SAFE.as for ipods 40~50 percent is well close to SAFE level if its used with default earphone.and for the wind noise i belive in better helmets and balaclava /bandanas.also i use rvms a bit more.i dont change lanes suddenly,i always try ride in a straight line, and well i am old and slow.
as you know the wind noise is actualy a bit more dangerous then the music,so think of it this way if a plug is there with balaclava/helmet it will be less.a soothing music is soothing anyways isnt it?
i hope i made my point clear,it doesnt mean that you have to agree.
see everyone's style is diff and we live in a democratic country.what ever the govt will deside we have to abide it.

It would have been more beneficial if they concentrated on 1. Lane Discipline 2. Jaywalking 3. separating two/four wheel lanes 4. Drunken Driving should be punished more 5. vehicles older than 20 years should be subjected to road worthiness test. 6.Phasing out diesel transport buses/cabs/auto's and coercing them to convert to Cng 7. Bringing car pooling into corporate firms in a big way by getting them to endorse, recommend and give perks to those who take it up. the perks can be given by the firm or by the state Govt for ex: those who car pool can park in public places for free, they can even get tax breaks if it comes to that etc.

But instead they've gone to great pains to make the laws regarding talking/listening to music while driving much more intricate and complex

It's going to be quite a task for the pot bellied cops to catch everyone who is listening to Ipod's. I mean it's so easy to hide it in one's outfit and if you have a tinted helmet visor you can even get away with talking on the earphones.

It becomes so much harder to figure out if the individual is committing an offence or not when they're driving a car. for example if there's a bluetooth headset fixed on the ear is that illegal even if the person isn't using it? what happens to the new lot who have bluetooth integrated in the car, they can answer calls just by pressing a button on the steering wheel...No wires, no headsets..nothing. This feature is just going to increase in new models.

Also in cities like mine where cars having their windshields tinted is permitted, it becomes so easy to get away with talking on the phone! Clearly our bureaucracy isn't thinking straight!
