    Government aiming for one time 6% road tax on cars & two-wheelers.

    NEW DELHI: The Centre on Monday suggested that states levy one-time road tax of 6 per cent on the sale price on cars and two-wheelers, a proposal aimed at rationalisation of motor vehicle taxes across the country.

    It also proposed a system for online tax collection and suggested waiving permit fee for tourist vehicles saying that the total collection is only Rs 40 crore.

    "There is an urgent need to rationalise the motor vehicle taxes ...There is in-principle consensus on bringing floor rates of motor vehicle tax for cars and two-wheelers at 6 per cent ... using sale price as the base rate," Road Transport and Highways Minister C P Joshi said after a meeting of the Transport Development Council (TDC).

    Joshi said this will simplify the system and if need be the issue may be referred to the Empowered Group of Ministers of States for arriving at a consensus and giving report in two months.

    At present, road taxes charged by states on cars amd two-wheelers vary from 2 per cent to 18 per cent. While some states levy a lifelong road tax, annual levies prevail in others. Delhi also charges a parking fee as part of tax. There are also significant variations in tax rates based on fuel, sale price of vehicle and engine capacity in many states.

    The TDC is of the view that the floor rate of tax may be kept at 6 per cent of sale price and the flexibility may be made available to states to charge a higher rate of tax in general or on specific models. "There should be at least 6 per cent road tax for the vehicles across states, they (states) can charge a higher rate, but not less than 6 per cent," sources said.

    "Cars may be covered under lump sum tax across all the states and the sale price of the vehicle before VAT (value added tax) may be adopted as the base for the purpose of calculation of tax," they added.

    Wow, seems to be a good news but could the on road price of motorcycles in Bangalore & Mumbai be decreased by this move?

    A "Probably No" would be your answer if you read between the lines. So, you're having 6% as common tax and additionally state govt. may add up more. How much more? That's the detail that depends...
    But atleast it won't be 2% in any state anymore.

    Plus, they're considering more tax for "specific models". Could this mean sportsbikes? There, that is the royal slap we were missing all through the glorious article...

    And we know how the government is. First they say protectionism is over, and then they make stringent CKD definitions. Better take every offer of theirs with a pinch of salt.
    It has made bad news for now, but don't consider anything as full and final. They can manipulate this proposal in any direction they want.

      Fantastic news; here're some more suggestions...
      - Birth & death tax
      - Parent's tax & Kid's tax; surcharge will be added if there're Grandparents
      - Breathing tax; basically tax for everything except casting vote!!!

      To hell with tax!!!

        Take a deep breath and cool down

        Intent is to rationalise road tax rates across the country to 6% (or more). That doesn't seem too bad.

        But unlikely to be material, for two reasons.
        Firstly, states would oppose it as they would not want to give up on their revenues.
        Secondly, if implemented, states will adjust the other taxes to make up for the lost revenues.

              Why should people use private vehicles when public transport is available. If someone wants to use their own vehicle then pay for it. that is fine. I support it. But before the decision, government should take steps to develop the public transport infrastructure in the country so that it can accomodate the needs of people and then impose tax to any number they want.

              Unless that happens the need of private vehicles will never come down leading to growing number of vehicles on-road and our useless politicians making their families wealthier from the tax we pay.

                  I just read this report. It does not give all the news.

                  According to today's newspapers, the govt is trying to stabilise and streamline the entire process. So if I pay tax one time in U.P., I wont have to pay tax again in Maharashtra, if I shift there. That means cops in another state cannot harass me. No more NOC's and all when shifting residence. If that is not a good thing, then bikers please tell me what is!

                  Its similar in principle to the GST which also the govt is trying to implement.

                  I know its fashionable to go about politician/govt bashing these days. But please look at the entire story before shooting off.
                  Biking is not about what you have between your legs, its all about how well you use it!!!!!!!

                      If the news you are quoting is correct, I think most of us are in favor of it. As that will be real rationalization.

                      But the backlash you see here is about this part of the news given above:

                      This means states with lower Road tax will hike it to 6% but sates with higher road tax may not lower their's. And hence it will not be real rationalization.

                        @The_Monk: I do not think that it is like what you have mentioned. If so then there wouldn't be a line saying

                        "There should be at least 6 per cent road tax for the vehicles across states, they (states) can charge a higher rate, but not less than 6 per cent".

                        Which means that the tax will again be different in different states and that has to be componsated while shifting to that state.

                          Then what about the states which doesn't charge in terms of % of ex-showroom price? Eg: in Pondicherry, its charged according to the cc of the bike and in Assam, its according to the weight of the bike. (as shown in respective state transport website)

                            Firstly this is at a very nascent stage of discussion. Its just a proposal, it will take a long time for implementation.

                            Secondly, its not the rate of tax which is important, its the method of paying those taxes and the system. So its aimed at streamlining the system.

                            If you see how VAT has been implemented in all the states of India, you will understand whats being spoken about. And also how GST is going to be implemented.

                              What is even more funny here is that of all the major states in the country, KA has the worst roads despite the highest Road tax they collect

                              I mean just take the highway from KA to KL.
                              You will realize you have crossed the KA border just by looking at the condition of the road. You never need roadsigns to tell you that you're in KL
