Yes. Just as stupid as forcing people to travel by public transport. Maybe slightly less stupid than this odd even rule.

4: I think I'll take the recommendations of the IIT study, TYSM. Stick to the rules we must, but criticizm of a stupid rule is no offence. And neither is calling a spade a spade
5: Therein lies the problem. The babus are often the most clueless of the lot. Infact, 90% of the people who get into bureaucracy know nothing about the functioning of the world. They just cram their subjects, clear Civil Services, and fart in their chairs all day. The govt employment system of this country does not reward a greater amount of common sense, and that is a sad state of affairs.
