It's very simple, in this picture, you can see 4313, some tires have DOT precedence and some tires will not.
This is what an average tire in India will look like.
The last four digits, that is 0500, that indicates it's manufactured in 05th week of the year 2000. Now before 2000 there were three digits, that was confusing, so manufacturers have added another digit to make it four. On all tires, in India you have this stamped on a oval patch, always check for the last four digits.
Say for example if the tire says 0801, it was manufactured on 8th week of 2001.
A year has 52 weeks, so the first digits will represent the week and the last two digits, which year.
