Considering all the hiccups that you had, the best you could try is-
1. Check if the black color under those scratches are dark enough and good quality.
2. If yes, then you can wet sand the affected surface areas using 3M 2000 grit paper with medium pressure.
3. For buffing step, instead of buffer you can use MF Towels also. The unevenness would fade off exposing the paint.
4. Then you can take help from a good paint shop to spray over with clear coat first and then a coat of hardener.
5. (Or) just simply polish and wax the layer on a regular basis.
