I m surprised you haven't considered any Bullets either 350 or 500 as a choice.
Though personally i m not a big fan of Bullets but the sheer torqey engines and comfortable pillion seats make it a very good choice...

try for a test ride of TBTS 350 or 500 and check the comfort levels. I m Sure you will love it...

Otherwise In the choices you have provided,ZMR ticks all the criteria, just an opinion,The bike Doesn't have top end but hey,In indian conditions nobody is Going to ride
till Red line always.... It is the best relaxed tourer out there....

Rest Take the test rides of the Bike before making the final choice.
    Hero Honda Dawn-2009-2011
    Hero Honda CBZ Xtreme-2011-2017
    KTM Duke390 2016- till now

I think there are other options as well like hx250r, honda cbr300r etc...

But they are not available options. And it seems they'll not be available even six months down the line and by then let's be honest, they'll be outdated. Not to mention if you pay close to 3lakh rupees you should get engine specs to match the price. Cbr300 fails on that front. And hx250 will be a 31bhp machine costing roughly 1.7-1.8 lakhs I'm guessing and for a bit more than that price you get the dukes which make 12bhp more.
But of course a man's preference is important and I would prefer Kawasaki over both Honda and Hero any day. Honda after sale sucks and hero is better at making reliable mules. Hx250 is new and untested whereas Kawasaki has been here a while.

We had a case study on the exact same issue! However, people who prioritise their country's economy and secondly their personal factors tend to give up foreign brands and choose indian ones, though the latter maybe costlier and down on quality! What we expect in the biking sector is that, the local companies manufacture better quality and performance bikes than honda or yam or kawasaki. Coming to hx, it sure is a performer but seriously we hope they maintain the same splendour-to-karizma quality in it.
Your fear on quality issues of hx and hence choosing of ninja is evident. So would i if i were you. But i just wish hero or bajaj or both these guys change that perception of ours!

Amen to that brother. If I could trust the Indian manufacturer's quality and standard I wouldn't go for anything else.
