altough u have narrowed ur choice for 2 bikes...i would like to suggest suzuki heat/zeus which generates peak torque at just 3500rpm...so considering ur place to have a few steep and bad roads..this bike will pull effortlessly...as ur dad was riding a scooter which is a 2stroke and requires lesser gear shifts...also in general dads have a problem in shifting gears as they dont rev sufficiently and also tend to ride in a gear higher because of riding a scooter all these years..

so i would say this is the best bet u can get and even the ride quality is decent and pretty sturdy and reliable....

in ur choice go for HH passion...

And in various reviews of the 2 bikes i saw shine having more city mileage than passion.
I think we will go for shine.
If your dad is bit sportive, you can suggest Gladiator. Else you have made a good decision.

Bajaj Discover is the best option here.
Drop Stunner from your mind.it would be dissapointment in milage department.
I dont want to confuse you,but I quite liked the Yamaha YBR 110,which is perfect for your requirements. My friend's ybr delivers around 60kmpl, and also has good ride quality.test ride it as once.if you dont like,go for Discover.

Dude.... Go for Discover 100 only. It gives good mileage with latest features.
Although splendor is a good reliable one it fails in mileage and VFM against Discover and its looks are outdated.
