Can anyone direct me to a good bike modifier/pannier maker in Delhi.

Requirement is a bit unusual.

A pannier kind of contraption on the 220 (Removable) and enough space for the pillion to be comfortable.

Yes, Mik you can try out the various shops at Karol Bagh who make panniers for the RE. I am sure they can devise a nice contraption for the P220 too!
