I am using both normal halogen (100 w) and HID projectors (35 w). I think both are more or less the same as far as lumen is concern. The 100w halogens light up the road far far better than the projectors, because the projectors are using 6000k bulbs. 6000k looks nice, but its more show than go. In rain, its downright miserable. I have searched for 4100k or lower bulbs for so long, I gave up. Don't know why no one keeps them. Seems only way I can source them is to import them. Or one can upgrade to 60+w HID set up. But his is an expensive proposal as I have to purchase the ballast as well and not only bulbs.
Coming to size. I have used both fogs and projectors in various size. Size does matter. Bigger, more light.

is it true ? If the wattage of 18W spot LEDs exceeds by 1W would it make a difference ?

I'd surely PM you for his details, whenever I need such work done.
