I think so, I remember reading it somewhere that the engine is sourced from some other manufacturer and is meant only as a racing prototype. All this together, with no roadbike-specific elements, it might still touch 50 bhp.
Again, some roadbikes which are 125 2 strokes we know could pump 32 bhp at max.
