No, they can't be compared. Pulsars give around 50KMPL which scooters can't match even though they are underpowered.

These automatic scooters give mileage that does justice only for a 200cc engine.
But they are really fun to ride in city due to lack of clutch/gears...

let me tell you something, activa and scooters in general will not give you the mileage that you will expect, and it can even deteriorate to 35 or lower at times. It will be fun to ride them around city for short distances, or like going to get some grocery, but they are way underpowered and you will really feel that when you ride them on the highway. This is from my own personal experience. Like you when I was in my early engineering days, I got my zmr. I did not even know the gear pattern! It was a bulky bike but I managed to ride it perfectly within a week. So no matter which bike, don't think of the beginner part. Many students directly buy a cbr 250! The starting week you'll have to practice riding it. Since you ride in both traffic and highway, I suggest zmr. Cause I too have the same traffic pattern. First 30% city and the test highway and zmr can easily be managed everywhere. zmr is way over-budget. i can at max, go for 220f, avenger or a180 abs. maybe 200ns with some begging and crying.

180abs anyday over p220 or avenger. Mainly cause of ABS and looks. And obviously, higher mileage. ABS is any day safer than non-abs. But if you want to really learn about braking properly at high speeds, you can do that only in a non abs machine or unless the bike's abs can be switched off(which I don't think is possible in the RTR). Infact what I would like to ask you is to save at least 10k from your stated budget to save for a few mandatory riding gears. These gears are not only for safety but they introduce a discipline within you as a biker everytime when you wear them. There is nothing wrong to compromise on power by a few bhp(s) but it is absolutely idiotic to compromise on the safety.
As you have reached the biggest biking platform of India (read xBhp) you should spend some of your time in reading across various threads to teach yourself and grow up with every day. I once again applause you for reaching out to the experts here. Keep on riding safely

after long talks with my mother over the budget issue, there are 4 bikes out of which i have to choose- pulsar 180, apache160/180, avenger. i know i should TD each of them and shortlist. but the problem is that showrooms are quite far away, and i have classes so i am not sure i ll be able to try each one of them. so i need your help here guys. does anyone of you with a similar built as mine, or anyone of you know any such person, ride either of the pulsar 180 or apache160/180? if yes, then are they comfortable? i have to finalize by the end of the week.

TS- I would say apache. Its got better looks in the lot you mentioned and go for the abs version. It suits young people Like us.
