    Similar problem: "The FINAL answer is, the BS3 vehicles cannot be re registered anywhere. That means, NO INTERSTATE Transfers allowed anymore. You can sell the vehicle withing your home state where only ownership is transfered and NOT registration.

    Infact My BS3 Bike purchaser informed me that his application to transfer from Gurgaon to Delhi has been refunded back. So that effectively means he has to get Haryana Address to change ownership.

    I spoke to Vasant Vihar Motor Licencing Officer at length and understood the whole story.

      Hi,

      I have an RX135 2002 registered bike. Registered in Udupi (Karnataka). I am no more in India and had moved the bike to Bangalore where a friend was taking care of it.

      Recently, my friend moved out of Bangalore as well. As a result, I have decided to send the bike to Mumbai, where my sister lives and she would ride it and take care of it. While it would have been easier had the documents been in place to transfer to Mumbai and have it registered there.

      I am the second owner – and do not want to sell it as it was a gift to me by my then girlfriend – now wife. The current state of the bike; currently chained in Mysore to avoid theft
      • Original RC book available
      • Insurance expired
      • Fitness expired (Over 15 years from the date of first registration)
      • PUC expired
      • Owner (Me) not in India and will not be visiting for the next 6 months.

      I would like to know about the process around this, do I need to get the bike valid (in the sense, get all the documentation sorted) and then transfer to Mumbai, or should I move the bike to Mumbai, get the documents and then transfer the registration.
      Also, I need to know if I can get an NOC from Karnataka without having to be there personally.

          Hi,

          I have 2 friends who need their bike transferred from Odissa and Punjab to Dehradun, Uttrakhand. Will it be possible for them to ride the bike in Dehradun with their default registration/number or will they need to apply for an NOC and then get it re-registered in Dehradun?

          Basically, is it possible to ride an outstation bike in a different state without applying for a change in registration?

            You can ride easily in dehradun. They are not bothered about registering there. Just keep all your documents and follow rules.

              Karnataka has so strict policies. They always look for bikes having non Karnataka number.

                Get the NOC certificate ASAP. then transferr the bike and insurance to the frnds name.


                Come to bangalore pay tax and get it registered here.


                There is a form for INsurance transfer.
                There is a Sales recipt, which the prev owner will give u after signing on a 1rs stamp. Kia Sportage

                  There are 2 ways you can currently go about it if you're adamant with bringing X to BLR.

                  1. Carry the original invoice of car purchase, with the original RC card. Get a PUC done in Kerala and carry petrol pump receipts (and toll receipts) to prove that you have stayed in BLR for less than 30 days. Avoid middlemen and head to the RTO and pay only the lifetime road tax. No need to get KA reg plates.
                  But the catch is, you will not recover any money after a year when you plan to leave BLR.

                  2. Get an NOC from KL RTO. Now, carry the same stuff as mentioned above - PUC, original invoice, RC, petrol pump/toll receipts and head to BLR RTO and apply for KA plates + lifetime tax. After a year, you can apply for a refund from the RTO and pray that you get your money back in under 6 months of time. Purely based on your luck.
                  If you then head back to KL, you'll have to repeat the same steps again.

                  If I were you and I had to return back to KL after a year, I'd not bother bringing X here.
                  However, the formula for calculating LTT here is:

                  Tax on Depreciated value of X (as per the original invoice, or KA RTO records in its absence) + Cess@10% of the depreciated value + Cess@1% of the depreciated value.
                  Say, the depreciated cost of X is 2L now. Tax is 18% IIRC. (maybe wrong here)

                  So total tax = 18% of 2L + 10% of (18% of 2L) + 1% of (18% of 2L) = 39,960.

                  This is just LTT. For option 2, you'll have to spend more for KA plates. If you opt for option 1, you lose all this money after a year.

                  Better get a scooter and sell it while moving back.

                        I drive an unmodified 2007 Pulsar 200 (BS I/II?) with UP16 (NOIDA RTO) plates with LTT paid for MH14 (Chinchwad RTO) in 2011. Now it's the 15th year and I'm wondering how can I continue to use the same without physically carrying the same to NOIDA RTO for fitness Inspection. My Aadhar / Insurance bears my present (MH14 Jurisdiction) address and I've also got my address on the WB Driving License updated. I'm not clear how the Online Portal works to remove physical movement / interaction of documents and vehicles, so I'm hoping some of you may help me with one or more of the possible choices and related process, which may be simpler and cost effective. Basically, I'd like to continue using the same as its not even done 1 Lac Kms (and mostly stands idle / drives small distances within city with some rare round trips never exceeding 200 Kms without pillion, average less than 250 Kms a month) if possible / feasible:

                        Option 1. Continue driving and exchange later for EV or scrap it within the next 5 years (Renewal / re-registration required)

                        Query A:
                        i. Is it now possible to renew registration for these old vehicles?
                        ii. Is it now possible to re-register these old vehicles in different RTO?

                        Query B:
                        i. If I need to register at UP16 do I first get the address changed in the RC (MH14 Jurisdiction)?
                        ii. What would be the process for Fitness Certificate?
                        iii. Is it possible to get one done in MH14 and upload to VAHAN?
                        iv. Would further MH14 RTO Road Tax be remitted online or physically?

                        Query C:
                        i. If I need to register at MH14 do I need an NOC (never took one while moving it)?
                        ii. Can it be obtained online?
                        iii. Do I need to update the address for Physical NOC (if it is still being issued)?
                        iv. If the Registration is allowed to expire is it possible to simply re-register at MH14 RTO (with / without NOC)?

                        Option 2. Sell it / Exchange locally (MH14 Jurisdiction) before expiry of Registration

                        Query A:
                        i. Do I presently need an NOC / other Permission for the same (other than the Transfer Form and the Original RC)?
                        ii. Can it be obtained online?
                        iii. Do I need to update the address for Physical NOC (if it is still being issued)?
                        iv. If the Registration is allowed to expire is it possible to sell / exchange at MH14 jurisdiction (with / without NOC)?

                        Option 3. Scrap it

                        Query A: i. Do I presently need an NOC / other Permission for the same (other than the Transfer Form and the Original RC)?
                        ii. Can it be obtained online (I've noted there is no option to apply for cancellation of RC Online for UP RTO)?
                        iii. Do I need to update the address for Physical NOC (if it is still being issued)?
                        iv. If the Registration is allowed to expire is it possible to scrap at MH14 jurisdiction (with / without NOC)?

                        I wouldn't like to keep it unused in my Parking Area or use it for very short local area commute as it'd be difficult to maintain it in working order and become more difficult to dispose off later. And I'd certainly not like to sell it without transfering the title on government records.

                        It's a big query as I've tried to group the options and broken down the query into smaller sub queries, which might be repetitive due to the grouping. Thanks in advance for whatever valuable advise you could share. Any other feasible option would be most welcome.

                        • I am now in the UK and we don't have states here. There are counties and the whole territory is a bit smaller too. So I may not be objective, but I prefer to drive my own bike to almost all instances. My only exception was a Jeep tour in Skye that is an isle in Scotland. So I delegated the driving to the host. Just because I wanted a full immersion into the trip and no stress.
