There's a plastic lining between the cable wire and the outer metal covering of the cable, with time due to friction it gets thinner and after some time it erodes completely. That plastic layer results in the smoother movement of the cable inside. So apart from replacing there's no other option available.
Or else ask the mechanic to remove the cable from the throttle, put some petrol if the cable if it feels jammed and then some lubricant in the cable from the open end, that will help
