When the fuel prices went to as low as $45, GOI raised excise duty 3 different times in the last 10 months to a tune of 8Rs/litre. So why are they not rolling back that excise duty instead of pinning this burden on common man?

ABP News says that about 18Rs/litre goes into excise duty. So why can't the govt simply revert this duty to whatever it was before they did the 3 phase hike?

international oil prices are not going to stay at this low level forever. the extra duties imposed are being used to fund the strategic reserve, which can be used to protect domestic consumers from major shock in case of sudden spike in international prices.
it also discourages consumer to splurge on fuel, which creates a massive import burden on the economy. time to move to electric, I say.

As long as they are available they'll be consumed, be it splurging or controlled. Same in the case of Coal and Uranium(fission sources).

Alternatives will evolve without a doubt, they're not for common man at the moment.
