Duke has a plastic tank so magnetic tank bags won't work.

RYNOX is the only available option unless you want to tie your tank bag.

ViaTerra Fly is the best option for the Duke. It can be converted to backpack for daily use.

Motorcycle Touring, ViaTerra Fly - Camera / DSLR Tankbag

If, you want more space in the tank bag, Rynox Optimus S is a good option.

Rynox has exceptional quality and has a 29 liter space when expanded. ViaTerra Fly has approximately 16L space and the quality is second to Rynox.

Buy any backpack from a leading brands that you like. Use a rain cover, such as Wildcraft.

Here's one, though I'm not sure about water proofing or repellency. The helmet holding feature is unique and good, plus it's reasonably priced too.
And you can use a rain cover like ravi@17bhp mentioned.

Or you can have a look at viaterra tank bag, it can be converted to a backpack also, plus you get a tank bag along side.

Cramster's Laplace is not water-proof, nor even water-resistant. Its spacious but not water resistant. But, it has lots of space. I have it, but the previous model.

You need to spend too much on stuffs from Revzilla. You can take a look at Cramster Laplace 4.0 from Cramster.com. The backpacks serve as helmet pouch plus the luggage compartment, pretty useful and real good.

Once upon a time, a guy asked a girl 'Will you marry me?'
                              The girl said, 'NO!'

And the guy lived happily ever after and rode motorcycles and watched sport on a big screen TV, went fishing and surfing, and played golf a lot, and drank beer and scotch and had tons of money in the bank and left the toilet seat up and farted whenever he wanted.
