For that price you can get an AMD Phenom II X4 955 that will perform much higher. The Phenom II's are, performance-wise, slower than the i7s and the i5s but faster than the C2Q lineup. Anyway your choice.
Are you putting in a really heavy graphics card, or do you have lots of HDDs, or plan to overclock? If not, a 450 W will serve you fine. The difference between good brands and lesser ones is the continuous power supply capacity.
For e.g a Corsair VX 550 routinely supplies around 600W constant, whereas, say, a local 350W PSU would supply 290-300W continuous and perhaps 350W at peak (momentary) output. CM Real Power or Seasonic or Tagan are all okay brands I guess.
Also, if you are using the C2Q proc, then why DDR3? 5% performance difference for far more than 5% cost increase over DDR2. But DDR3 is getting cheaper slowly.
