manufacturers never make speedos which show the exact speeds of the vehicle, they always have some tolerance. that has been the norm till date

they seem to have implemented the 'oil cooled' method different from the way bajaj has on the pulsars.
its an oil jacket around the cylinder (something like the water jacket in a liquid cooled engine)

IMO, a Gixxer may get 3km to 5km on the top end(compared to a carburetted Gixxer) given the fact that fuel injection may add 0.5ps to 1ps and a bit more refinement, along with a better throttle response. Any more increment in the power may bring down the torque figures.

As per TVS, the bike has been designed to utilize the full potential of the bike in the usable range(which may be around 6000 to 8000rpm). Atleast most of the consumers looking out for a bike in that price range wouldn't be riding to 144 or say 150kmph all the time. So it makes more sense to the consumer to enjoy the complete power range which is available, rather than red lining most of the times to exploit the full potential of the bike.
